Such a combination could indicate a clear decision, made after a discovery or epiphany.

The elements of the cards are Fire (Judgment) and Air (Queen of Swords). A very energetic combination, which leaves no room for second thoughts. There's the risk that a situation can get out of control or to extremes, if the right balance between the elements is not achieved.
